Canada - Drug-network suspect nabbed during sandbagging

A man nabbed for allegedly working in a “sophisticated” drug network was busted doing what many residents along the river are busy doing these days: sandbagging.
Joel Richard Bruneau, 21, was sandbagging when police swooped in Wednesday, a source said. Police confirmed Bruneau was picked up in the area of Kingston Row and Dunkirk Drive while five others were arrested in an organized crime bust dubbed Project Napoleon.
Officers were targeting street-level associates of the Hells Angels, a source said.
The project started in November and targeted organized crime and drug operations, police said. The individuals arrested are alleged to have been operating a “fairly sophisticated drug network,” said Const. Natalie Aitken, a Winnipeg police spokeswoman.
The raids happened Wednesday at four properties, including the 300 block of River Road, the 2300 block of St. Mary’s Road and the 200 block of Vermillion Bay. Officers seized 16 ounces of cocaine, a cocaine cutting agent, marijuana, methamphetamine, packing material, a scale, Canadian and U.S. cash, and a handgun.
A handgun and Zig Zag Crew paraphernalia were seized from a home on Nassau Street, a source said. The Zig Zag Crew was, at one time, the puppet club for the Manitoba chapter of the Hells Angels.
The status of the Zig Zag Crew is unclear.
In Dec. 2009, police claimed nearly all of its members had been arrested. Some of the members have switched allegiances to the Rock Machine, a Hells Angels rival, said a street source.
On Thursday, police declined to confirm which gang or gangs were targeted in the raids.
“They certainly have ties to organized crime,” said Aitken, although she declined to elaborate.
Bruneau was charged with numerous firearms offences as well as marijuana possession. A man whom police suggested was a relative, Nicholas Dylan Bruneau, 24, was charged with possessing marijuana and failing to comply with the condition of recognizance.
Andrew Jeremy Burville, 22, was charged with possessing cocaine for trafficking, marijuana possession and possessing the proceeds of crime.
All three men were detained in custody.
Three other people were arrested but released on promises to appear in court at a later date so their names were not revealed by police.
